Only The Federal Government Would Try To Expand Broadband ...

The FCC wants to fund a new subsidy set up for broadband internet access by implementing a new tax on broadband internet access. Because nothing says ?accessibility? like increased expense due to taxation.

The Federal Communications Commission is eyeing a proposal to tax broadband Internet service.

The move would funnel money to the Connect America Fund, a subsidy the agency created last year to expand Internet access.

The FCC issued a request for comments on the proposal in April. Dozens of companies and trade associations have weighed in, but the issue has largely flown under the public?s radar.

?If members of Congress understood that the FCC is contemplating a broadband tax, they?d sit up and take notice,? said Derek Turner, research director for Free Press, a consumer advocacy group that opposes the tax.

As you might imagine, many big internet players like AT&T, Sprint and Google are for the subsidy either because a) they?ll receive the subsidy directly to build out infrastructure or b) they?re like Google and have such a larger internet presence that they?ll benefit from any expansion of internet access.

But this is about as counter-intuitive a policy as you could imagine. We?ve going to promote use of broadband internet by making it more expensive with taxation?

And the idea that we need to subsidize broadband internet access is ridiculous. Internet access among Americans has been growing by leaps and bounds, and while that growth has been slow in rural areas where a paucity of potential subscribers makes building the infrastructure to serve them something less than profitable, new technologies such as satellite and cellular-based internet services are growing quickly to fill the void.

Put simply, this is a problem the free market will solve on its own. What the government is looking for is an excuse to get their foot in the door to tax and regulate the internet, and there is some precedent for this. In another age the issue was not rural broadband but rural electrification. Power was making its way into rural communities, but the government (led by Franklin Roosevelt and others in the era?s progressive movement) thought it needed to move faster.

Except, it was never really about access but control. The rural electrification policies of that era set the state for the heavily-regulated, entirely government-controlled utility markets we know today.

The government wants to turn internet access, a vibrant and thriving market, into just another government-controlled utility.

Some may see the efforts of Hui o Ko'olaupoko as just a drop in the bucket, but the bucket is the Pacific Ocean and arguably every drop is important to the health of the whole planet.

HOK works with landowners in Windward Oahu to improve and conserve threatened land and to restore the watershed. So far this year, 1,150 volunteers have logged 2,947 volunteer hours.

One of the group's biggest challenges, says Executive Director Todd Cullison, is "showing measurable changes in water quality. We have been degrading our watersheds for many generations. It's not an overnight reversal of past practices."

German minister rejects more time for Greece

BERLIN (AP) ? Germany's Economy Minister Philipp Roesler has rejected calls for Greece to get more time to implement economic reforms.

Roesler, the vice chancellor, says Greece needs to stick to the time plan outlined in the bailout deal reached with its creditors.

Greece' Prime Minister had told German Chancellor Angela Merkel at a meeting in Berlin on Friday that his country needs "time to breathe" before it can make all the budget cuts and reforms demanded of it.

But Roesler insisted in a TV interview Sunday that "time is always money."

The head of Germany's pro-business Free Democratic Party said "what the Greeks have asked for, half a year or two years, that's not doable."

Primate of the opera: What soprano singing apes on helium reveal about the human voice

ScienceDaily (Aug. 20, 2012) ? Have you ever heard an opera singing ape? Researchers in Japan have discovered that singing gibbons use the same vocal techniques as professional soprano singers. The study, published in the American Journal of Physical Anthropology, explains how recording gibbons singing under the influence of helium gas reveals a physiological similarity to human voices.

The research was led by Dr Takeshi Nishimura from the Primate Research Institute at Kyoto University, Japan. His team studied the singing of a white-handed gibbon (Hylobates lar) at Fukuchiyama City Zoo, in northern Kyoto.

A gibbon's song is acoustically unique among primates, with a loud melody which can be heard over two miles away. In the wild gibbons use their songs to communicate with neighboring pairs, strangers and potential mates through impenetrable jungle where visibility is poor.

"The complexity of human speech is unique among primates as it requires varied soft sounds made by the rapid movements of vocal tracts," said Dr Nishimura. "Our speech was thought to have evolved through specific modifications in our vocal anatomy. However, we've shown how the gibbons' distinctive song uses the same vocal mechanics as soprano singers, revealing a fundamental similarity with humans."

To explore these similarities the team conducted the first acoustic investigation on non-human primates using helium gas. The gas is famous for making human voices appear high pitched by shifting the resonance frequencies of the vocal tract upwards. The gas is useful for studying animal vocal mechanisms as it increases sound velocity and resonance frequencies.

The team recorded 20 gibbon calls in normal air atmosphere, before recording 37 calls in a helium-enriched atmosphere. The resulting sounds, which are available as audio files, reveal how gibbons can consciously manipulate their vocal cords and tract to make their distinctive sound.

"The lowest frequency of harmonics is amplified in a gibbon's song when performed in normal air," said Nishimura. "However, in a helium-enriched atmosphere the tuning of the vocal cord vibration and the resonance of the vocal tract are altered as the gas causes an upward shift of the resonance frequencies."

This supports the theory that, as with humans, there is independence between the origin of the sound and the vocal tools used to manipulate it.

This shows that gibbons use the same process for producing speech as humans, whereby acoustic sound originates from the larynx and is controlled by a filter, determined by the shape of the supralaryngeal vocal tract. This manipulation forms speech and is known as the 'source-filter' process of speech production.

Singing gibbons always, and with minimal effort, adopt the complex vocal techniques which are only mastered in humans by professional soprano singers. This discovery suggests the development of complex vocal abilities in humans was not due to unique evolutionary modifications. Instead it shows that humans share the biological fundamentals of vocalization with other primates, but in speech have simply acquired another of its most sophisticated forms.

"This is the first evidence that gibbons always sing using soprano techniques, a difficult vocalization ability for humans which is only mastered by professional opera singers," concluded Nishimura. "This gives us a new appreciation of the evolution of speech in gibbons while revealing that the physiological foundation in human speech is not so unique."

Three religions meet in suburban Paris prayer space

BUSSY-SAINT-GEORGES, France (Reuters) - Chief Abbess Manchen Shih gazed through a first-floor window of her vast wood and concrete temple as shaven-headed nuns in mustard robes prepared for midday prayers, cooking rice as an offering to the Buddha.

"Look! You can see the mosque and the Laotian temple," she said, gesturing at two half-finished buildings rising from a weed-ridden site in Bussy-Saint-Georges, 30 km (20 miles) east of Paris.

Like many of the new towns that have sprung up since the 1960s to ease urban overcrowding, more than half of Bussy's 25,000 residents are immigrants. Local mayor Hugues Rondeau says around 40 percent of the town's population is Asian.

With France - a secular nation with a long Roman Catholic history - battling to come to terms with its increasingly multicultural identity, Rondeau believes Bussy can set an example.

Worried by a dearth of prayer space for non-Catholics, he is breaking new ground by placing a synagogue, a mosque and two Buddhist temples side by side in a bid to tear down barriers between the faiths. Bussy already has a Catholic church.

"My concern was that if we don't provide some better organization for the religions, we could end up with anarchy and people praying in the streets," Rondeau, a practicing Catholic, told Reuters.

France, a nation of 60 million people, is home to Europe's largest Muslim and Jewish minorities, estimated at about 5 million and half a million respectively. They rub shoulders with about one million Buddhists, many of them immigrants from France's former east Asian colonies.

That has led to tensions. More than 100 anti-Muslim attacks and as many as 400 anti-Jewish acts are reported each year, ranging from threats and desecration of graveyards to violence.

The shooting of three Jewish children and four adults by 23-year-old Mohamed Merah in March - France's first domestic al Qaeda-inspired killings - has prompted calls for more inter-faith dialogue.

While Bussy has no history of violence, Rondeau fears it may not be immune and he recognizes that the project - where the mosque and the synagogue directly face each other - is a gamble.

"If tomorrow the rabbi assassinates the imam, or vice-versa, because of tensions in the Middle East, I would certainly be responsible. But I would also be responsible if they decide to hold peaceful talks together," the centre-right mayor said.

LACK OF PRAYER SPACES

It is a first in France where a strict 1905 law on the separation of church and state has made public officials reluctant to intervene in religious affairs.

Rondeau emphasizes that, while he asked public authorities to reserve a plot of land close to the city centre for the site, construction is entirely funded by religious communities, which have enthusiastically embraced the scheme.

Abbess Shih's box-shaped temple, the European headquarters of the Taiwan-based Fo Guang Shan Buddhist order, opened in July. A Laotian temple and a green-and-beige mosque should be ready by December with the synagogue due to complete the space in 2014.

"Our Grand Master asks us to be in harmony with ourselves, with others, with society and with the world so I think it's good that we're all neighbors," says Shih.

Islamic leaders hope the project can foster harmony after tensions flared in September when the previous conservative government banned street prayers.

The sight of hundreds of Muslims worshipping in the streets of northern Paris had stirred unease in a country where public displays of faith are frowned up - prompting far-right National Front leader Marine Le Pen to brand it an "invasion" - but Muslims complain there are not enough mosques.

"This is a great initiative," Abdallah Zekri, president of the Observatory against Islamophobia within the French Muslim Council. "It could reinforce the spirit of living together and allow moments to be shared. I see that as positive."

Rondeau says Bussy's immigrant population makes it the perfect laboratory for promoting interreligious relations but he admits that many local people remain opposed.

"It's not always easy, considering the image of Islam in Europe, and especially in France", he said. "It's always hard for people to understand that the cultural and even ethnic landscape of Europe is changing."

According to Mehdi, a 23-year-old delivery man who lives in Bussy, the town was flooded with anonymous tracts opposing the mosque. "Muslims have been labeled for a long time," he said. "This project won't change it but at least we'll pray in better conditions."

Many French people are openly alarmed by the changing identity of their country. The National Front won 18 percent of the vote in April's presidential first-round election, drawing on frustration at high unemployment and immigration.

Some Bussy residents voiced fears that supporting minority religions could foster the growth of ghettos in the town.

"It's very democratic but I don't want people to be ostentatious and start walking around town wearing djellabas", said David Moreau, a 41-year-old Christian, smoking a cigarette while taking a break from his insurance job. "I don't walk around with a cross around my neck."

SYMBOLIC MINARET

To defuse concerns, Rondeau asked each community to build contemporary structures that would not look out of place in the new town. The mosque was, for instance, designed with a symbolic minaret discreetly attached to the main building.

He hopes the site will eventually feature an Armenian cultural centre, a Chinese evangelical church, classrooms and libraries where people can learn about the different faiths.

Every religious building will have its own cultural area. Visitors to the Taiwanese Buddhist temple will be able to learn Mandarin or attend a tea ceremony while the mosque will offer classes in Muslim civilization and Arabic.

One lawmaker for France's conservative UMP opposition party, which banned the wearing of full-face veils while in office, questioned the scheme's usefulness.

"This project seems laudable but rather utopian," said Jacques Myard, an outspoken supporter of the veil ban. "Geographical proximity will not create intellectual closeness so it's largely illusory."

For Odon Vallet, an historian of religion, there is little chance that putting religions side by side will automatically favor a dialogue that is already in retreat due to the economic crisis and rising unemployment.

Some residents were more pessimistic, fearing that proximity could create tensions. "At first, I thought it was fun", said Claude Tshilombo, a 42-year-old nurse. "But now, I think it's a time bomb."

Curiosity Mars rover flexes its arm for the first time (+video)

NASA's Curiosity Mars rover unfolded its seven-foot, five-jointed robotic arm on Monday, passing a critical test before the rover embarks on its first drive on the Red Planet.

By SPACE.com Staff / August 21, 2012

At the end of Curiosity's seven-foot arm is a turret, shaped like a cross. This turret, a hand-like structure, holds various tools that can spin through a 350-degree turning range. At the tip of the arm is the turret structure on which five devices are mounted. Two of these devices are in-situ or contact instruments known as the Alpha Particle X-ray Spectrometer (APXS) and the Mars Hand Lens Imager. The remaining three devices are associated with sample acquisition and sample preparation functions.

The arm could potentially drill into the Martian soil and collect samples.

The rover unfolded the robotic arm and performed an intricate series of test maneuvers to make sure the 7-foot-long (2.1-meter) appendage is in good working order.?Curiosity's robotic arm?has five joints and is tipped with sophisticated instruments to get up close and personal with Mars.

Monday's Martian workout flexed all five joints on the robotic arm to extend it out in front of Curiosity, and then fold it back into its travel position ahead of the?rover's first drive, which is also expected to occur in the next few days.

"It worked just as we planned," Louise Jandura, Curiosity's sample system chief engineer at NASA's Jet Propulsion Laboratory in Pasadena, Calif., said in a statement. "From telemetry and from the images received this morning, we can confirm that the arm went to the positions we commanded it to go to."

Curiosity's robotic arm is one of the rover's most powerful toolkits. At the end of the arm is a bulky 66-pound (30-kilogram) turret that is nearly 2 feet wide (60 centimeters). [11 Amazing Facts About the Curiosity Rover]

The arm's turret contains a drill that can dig 1 inch (2.5 cm) into Martian rocks, a scoop and other gear for collecting samples, a camera for microscopic analyses, and a spectrometer to determine the composition of rocket and surface targets.

"We'll start using our sampling system in the weeks ahead, and we're getting ready to try our first drive later this week," said Richard Cook, NASA's deputy project manager for the Curiosity mission.

But more robotic arm tests are needed before Curiosity can begin using the appendage to study Mars.? The arm, mission managers said, must past several calibration checks to make sure it is working properly.

"We have had to sit tight for the first two weeks since landing, while other parts of the rover were checked out, so to see the arm extended in these images is a huge moment for us," said Matt Robinson NASA's lead engineer for the robotic arm testing. "The arm is how we are going to get samples into the laboratory instruments and how we place other instruments onto surface targets."

Curiosity's robotic arm is one of 10 high-tech instruments built into the car-size rover to study Mars like never before. ?

Monday's arm checkout came one day after?Curiosity shot a nearby rock with a laser?built into its mast to make sure the tool worked. That tool is part of Curiosity's Chemistry and Camera (or ChemCam) instrument that determines the composition of targets by zapping them with a laser beam and then analyzing the light from the resulting sparks. The laser system, like the robotic arm, worked as expected.

The $2.5 billion Mars rover Curiosity touched down on the Red Planet on Aug. 5 and is expected to spend at least two years exploring its Gale Crater landing site. The rover is designed to determine if the region could have ever?supported microbial life.

Syria says Assad's deputy did not try to defect

BEIRUT (Reuters) - Syria's Vice-President Farouq al-Shara has never considered leaving the country, state media said on Saturday, after reports that Shara had tried to defect to neighbouring Jordan.

A cousin of Shara's announced his defection on Thursday, calling on the army to join the "revolution" against Assad.

But state media said the vice president had been working since the start of the uprising to reach a political solution to end the bloodshed. Shara welcomed the appointment of veteran Algerian diplomat Lakhdar Brahimi as a new international mediator for Syria, it added.

"Farouq al-Shara has never thought for a moment about leaving the country," Syrian television quoted a statement from Shara's office as saying.

Shara, appointed six years ago after the defection of Abdul-Halim Khaddam, is a Sunni Muslim from the southern Deraa province where the 17-month-old uprising against Alawite President Bashar al-Assad first erupted.

The 73-year-old former foreign minister kept a low profile as the rebellion against Assad escalated, but appeared in public last month at a state funeral for three of Assad's top security officials killed in a bomb attack in Damascus.

Study: Global smoking pattern is 'alarming'

By NBC News wire services

LONDON -?Women in developing countries are starting to smoke at younger ages,?according to a study that found "alarming patterns" of tobacco use around the world.

Despite years of anti-smoking measures being encouraged across the world, most developing countries have low quit rates, according to the study in The Lancet medical journal on Friday -- and tobacco is likely to kill half its users.

Wide differences exist in the rates of smoking between genders and nations, as well as major disparities in access to effective anti-smoking policies and treatments.

"Although 1.1 billion people have been covered by the adoption of the most effective tobacco-control policies since 2008, 83 percent of the world's population are not covered by two or more of these policies," Gary Giovino of the University at Buffalo School of Public Health and Health Professions in New York, who led the research, told Reuters.

Such measures include legislation in some developed nations banning smoking in public places, imposing advertising bans and requiring more graphic health warnings on cigarette packets.

The findings come as the world's leading tobacco firms, British American Tobacco, Britain's Imperial Tobacco, Philip Morris and Japan Tobacco lost a crucial legal appeal in Australia this week against the introduction of plain tobacco packaging.

Australia's planned "no logo" laws are in line with World Health Organization (WHO) recommendations and are being watched closely by Britain, Norway, New Zealand, Canada and India, which are considering similar measures to help fight smoking.

Full Health coverage on NBCNews.com

Tobacco kills up to half of its users, according to the WHO. Smoking causes lung cancer, which is often fatal, and other chronic respiratory diseases. It is also a major risk factor for cardiovascular diseases, the world's number one killers. Other forms of tobacco use include snuff or chewing tobacco.

Australian court OKs logo ban on cigarette packs

Giovino said his findings "reinforce the need for effective tobacco control."

Higher rate of smoking in men
Using data from Global Adult Tobacco Surveys (GATS) carried out between 2008 and 2010, Giovino's team compared patterns of tobacco use and cessation in people aged 15 or older from 14 low- and middle-income countries. They included data from Britain and the United States for comparison.

CNBC's Brian Shactman explains why investors are attracted to high dividend yielding tobacco stocks.

More Cancer news and information on NBCNews.com

They found disproportionately high rates of smoking among men -- at an average 41 percent versus 5 percent in women -- and wide variation in smoking prevalence between GATS countries, ranging from about 22 percent of men in Brazil to more than 60 percent in Russia.

Rates of female smoking ranged from 0.5 percent in Egypt to almost 25 percent in Poland. Women in Britain and the United States also had high smoking rates, at 21 percent and 16 percent respectively.

Study finds slowing drop in youth tobacco use

A recent study by the Centers for Disease Control found that the rate of decline in youth smoking in the United States has virtually ceased in recent years.

In the wake of a new study showing high rates of smoking among teens, the Centers for Disease Control issued a new 12-week ad campaign to get people to stop smoking. NBC's Tom Costello reports.

The new study in The Lancet found that around 64 percent of tobacco users smoke manufactured cigarettes, although loose-leaf chewing tobacco and snuff were particularly common in India and Bangladesh.

Giovino also pointed to the link between tobacco use and escalating health-care costs.

"Tobacco contributes an enormous burden to the health care system in developed countries, and that scenario will play out in the not-too-distant future in low and middle income countries. It already has in many countries, in India for example," Giovino told the U.S. government-funded Voice of America broadcaster.

Complete World news coverage on NBCNews.com

Dr. Cheryl Healton with the American Legacy Foundation offers tips for smokers trying to quit smoking. NBC's Erika Edwards has the report.

Hundreds of millions of smokers in China
With an estimated 301 million tobacco users, China has more than any other country, closely followed by India with almost 275 million. Other countries included in the study were Bangladesh, Mexico, Philippines, Thailand, Turkey, Ukraine, Uruguay and Vietnam.

The researchers said the rise in tobacco use among young women was of particular concern.

Researchers also said that powerful pro-tobacco forces were at work in countries such as China.

"The China National Tobacco Company has supported elementary schools in China, dozens and dozens of them. And they use their support to promote propaganda about tobacco use, and they are basically telling students that genius comes from hard work and tobacco helps them to be successful. That to me is mind boggling, that a government would tell its children to use tobacco to be successful when tobacco will addict them and shorten their lives," Giovino told Voice of America.

EU considering cigarette logo ban to deter smoking

A new study by researchers at the Harvard School of Public Health says nicotine gum and patches may not help people quit smoking after all. NBC's Brian Williams reports.

'Extraordinary' under-funding
In a commentary about the study also published in The Lancet, Jeffrey Koplan from Emory University in Atlanta and Judith Mackay from the World Lung Foundation in Hong Kong called for more investment in tobacco control measures, saying current under-funding was "extraordinary."

In low income countries, they said, for every $9,100 received in tobacco taxes, only $1 was spent on tobacco control.

Cigarettes are to be banished from sight in England's shops. After 2015, retailers won't be allowed to display tobacco. The British government is also considering whether to require tobacco products be sold in plain packaging. ITV's Chris Choi reports.

The WHO says tobacco already kills around 6 million people a year worldwide, including more than 600,000 non-smokers who die from exposure to second-hand smoke.

By 2030, if current trends continue, the WHO predicts tobacco could be killing 8 million people a year.

The San Francisco outfielder was suspended 50 games Wednesday following a positive test for testosterone, putting an abrupt end to what had been a remarkable regular season and throwing the Giants' playoff hopes into doubt.

"Ultimately, it was just a bad decision," catcher Buster Posey said.

Cabrera leads the National League with 159 hits, and is second in batting average behind Pittsburgh's Andrew McCutchen. Cabrera's penalty was the first for a high-profile player since last year's NL MVP, Ryan Braun, had his suspension overturned by an arbitrator last winter.

"My positive test was the result of my use of a substance I should not have used," Cabrera said in a statement released by the players' association. "I accept my suspension under the Joint Drug Program and I will try to move on with my life. I am deeply sorry for my mistake and I apologize to my teammates, to the San Francisco Giants organization and to the fans for letting them down."

The suspension would extend into the playoffs if the Giants advance.

"It happened, and now we move on," right fielder Hunter Pence said. "I know the program and I know they test us, and if we test positive we get a suspension. That's what happened. And now we play with what we've got."

Cabrera is batting .346 with 11 home runs and 60 RBIs in his first season with San Francisco and is five hits shy of 1,000 in his big league career. Flashing bright orange spikes, he singled and hit a two-run homer last month in the National League's 8-0 win in the All-Star game, earning MVP honors for the game and securing homefield advantage for the World Series.

Cabrera is set to become a free agent after this season, so he might have cost himself a big pay day, too.

"It's disappointing. Obviously, Melky means a lot to all of us, was part of our championship and provided some really good moments here," Yankees manager Joe Girardi said. "It's something that everyone has to deal with and it's something baseball is trying to stay away from and it happened."

Cabrera could still win the NL batting title. He has 501 plate appearances, one less than the minimum required to win a batting championship for a player on a team playing 162 games. However, under 10.22(a) of the Official Baseball Rules, he would win the batting title if an extra hitless at-bat is added to his average and it remains higher than that of any other qualifying player.

He will miss the final 45 games of the regular season and serve the remainder of the suspension at the start of next season or during the postseason, depending on whether the Giants make the playoffs and how far they advance. If the Giants wanted him to become active in the middle of a playoff series, they would have to play a man short from the start of the series until the suspension ends because rosters can't be altered mid-series.

"We were extremely disappointed," the Giants said in a statement. "We fully support Major League Baseball's policy and its efforts to eliminate performance enhancing drugs from our game."

Cabrera became the second Giants player to receive a drug suspension this season. Reliever Guillermo Mota was penalized for 100 games in May, becoming just the third major league player disciplined twice for positive drug tests. Mota is eligible to return Aug. 28, barring rainouts, and began a minor league rehabilitation assignment Tuesday with the Giants' rookie team in Arizona.

It was not immediately known whether Cabrera's positive test occurred before the All-Star game. The union initially filed a grievance, which would have caused the case to go before an arbitrator, but then dropped it, a person familiar with the process said. The person spoke on condition of anonymity because that detail was not announced.

Cabrera told CSN Bay Area on July 27 that he had been tested for performance-enhancing drugs the previous week, though it's unknown whether the test he referenced resulted in the positive test.

Manager Bruce Bochy broke the news to his team in a meeting about 90 minutes before the start of a 6-4 loss to the Washington Nationals.

"Melky, he was hurt by it," Bochy said. "It's obvious he was disappointed."

Drug-testing labs check urine for its ratio of testosterone to epitestosterone, which usually is 1 to 1 in adult males. If the lab notices any abnormality, it conducts an isotope ratio mass spectrometry (IRMS) test to determine whether the testosterone is exogenous, or came from outside the body.

There have been four suspensions under the major league drug program this year, with Philadelphia infielder Freddy Galvis and free agent outfielder Marlon Byrd also suspended 50 games apiece. There have been 70 suspensions under the minor league drug program.

In mid-May, MLB and the players' union agreed to drop the 100-game suspension imposed on Colorado catcher Eliezer Alfonzo for a positive drug test because of the same procedural issues that came up in the case of Braun. Alfonzo missed 48 games ? the final 15 of last season and the first 33 of this year.

Braun's 50-game suspension for a positive test was overturned in February by arbitrator Shyam Das after Braun's lawyers argued his urine sample was not handled in the manner specified by baseball's drug agreement. Das, who had been baseball's permanent arbitrator since 1999, was fired this spring.

The Braun case led to revisions in the drug agreement between owners and the players' association to better define procedures for handling the urine samples.

Last December, slugger Manny Ramirez received a 50-game suspension for a second positive drug test. The 12-time All-Star signed a one-year minor league contract with the Oakland Athletics on Feb. 20, but was released in June per his request while playing for Triple-A Sacramento before even reaching the big leagues with the A's.

Ramirez retired from the Tampa Bay Rays in April 2011 rather than serve a 100-game suspension for a second failed drug test. The penalty was cut to 50 games because he sat out nearly all of last season.

The 28-year-old Cabrera, who became a marketing phenomenon this year with nicknames like "Got Melk?" ''Melk Man" and "Melky Way," produced a 51-hit month in May. Cabrera batted .429 in May with three homers, five triples, seven doubles and 17 RBIs. He hit safely in 25 of 29 games. The 51 hits matched Randy Winn for most hits in a month since the club came to San Francisco in 1958.

Cabrera also set the San Francisco record for most hits in May, passing Hall of Famer Willie Mays' 49 from 1958.

"My first reaction, extremely saddened ? a great kid who's having a great run," former Yankees teammate Alex Rodriguez said. "Just sadness overall."

A-Rod tutored both Cabrera and Robinson Cano when they were coming up, even inviting Cabrera to Miami to work out with him in recent years.

"I'm sure he's sad and confused," Rodriguez said. "He's a young man and has a great opportunity ? and challenge ? to turn a negative into a positive."

Cabrera came to the Giants in a trade with Kansas City last November that sent left-hander Jonathan Sanchez to the Royals. Cabrera ? who signed a $6 million, one-year deal to avoid salary arbitration ? batted .305 with 44 doubles, 18 homers and 87 RBIs last season.

He is a big reason San Francisco began play Wednesday tied with the Los Angeles Dodgers atop the NL West. Cabrera had been listed in the original lineup Wednesday, batting third and playing left field. Gregor Blanco replaced Cabrera. Bochy said he wrote that lineup before notice of the suspension.

"We are a team. We're trying to make the playoffs," Pablo Sandoval said. "We're going to fight."

San Francisco said it will not make a roster move until Thursday's off day before opening a weekend series at San Diego. The clubhouse was closed before the game when the news of Cabrera's suspension broke.

"Sad, man," Cano said. "He's a friend. I'm going to be there for him. I never talked to him about anything like that. Sad day."

San Francisco optioned reliever Dan Otero to Triple-A Fresno after Wednesday's game and is expected to call up two hitters Friday in San Diego. Bochy and general manager Brian Sabean also plan to discuss who might be available outside the organization.

"It's a big loss to any team," shortstop Brandon Crawford said. "He was having an MVP-type season."

Retro Game Network | The New Retro Gaming Community ? Pure ...

Good evening everyone! Time for this week?s edition of the Pure Imagination series! A little while ago, I was introduced to a movie that anyone that is interested in nuclear technology should definitely see. Although, it wasn?t just a film about nuclear energy. It was also about greed, politics, work ethics, and friendship. The 1979 film was turned into an Atari 2600 game in 1982, and while the game could technically have very little to do with the actual movie, it was a very interesting entry in the Atari library, even at a time when the systems library was starting to become over crowded with sub par titles. This week, we will be taking a look at the box art, as well as game play, of the game ?China Syndrome? by Spectravision.

For those not familiar with the movie of the same name, allow me to give you a quick synopsis of what we are dealing with. ?The China Syndrome? was a movie starring Jane Fonda, Michael Douglas, and Jack Lemmon. Jane and Michael play Kimberly Wells and Richard Adams: Employees at a local television station, working at the news department. Kimberly plays a ?reporter? for the local news broadcasts, but is stuck with the notion of the network standards that women should only be doing ?happy? news and nothing else. Richard is her cameraman, who is a rebel, yet stuck in a rut. Kimberly and Michael are taking a tour of the local nuclear power plant, when they feel and witness something going terribly wrong. Jack Lemmon plays Jack Godell, the shift supervisor at the plant, who panics when he notices that there is a problem at the reactor, but is fortunate to get the incident under control. Greed takes over when Jack wants to make the public aware about the poor conditions of the facility, and everyone in corporate power is willing to do whatever it takes to stop him. Sounds like a great concept for a game, isn?t it?

Let?s start off with the original box art for the game, and we will take it from there. The box art for the title consists of a few different panels, all related to the movie (as well as a segment that pertains directly to the game itself.) The most powerful part of the artwork is on the right side of the panel. Here we see a man working at the nuclear station, who is operating the computerized controls. You might be able to compare this type of a desk to the style that Homer Simpson works at. Truth of the matter is, that at a real power plant (nuclear and otherwise), there is almost always a control desk very similar to this, in which the operator would open and close various valves to make sure the pressure flow is correct and not too strong nor weak. Naturally, the computer is screaming a ?DANGER? warning. We also see standing next to him, a supervisor like man in a blue suit that looks very panic stricken. What?s interesting is that the artwork depicts him in a manner, that he even looks a little bit like Jack Lemmon as his character in the film. To the side of him, we see another ?suit and tie? style gentleman, who looks a little miserable, but cocky, even in that little bit of space. As far as I?m concerned, he has taken the part of the corporate head that is only out for himself, and the monetary side of the operations at hand.

In the center left of the panel, we see a hazmat team that is working on cleaning up a chemical or nuclear spill. They are wearing typical hazmat gear, complete with gas masks, decontamination suits, holding a container of what is more than likely neutralizing fluid or powder, and one of them is also holding a mop to clean up the mess. What?s amazing and chilling, is that next to them on your left, is a concrete wall that has a massive crack in it. That crack, in a facility like this, could be the beginning of life and death to everyone in a 20 to 200 mile radius, depending on the situation. Above the hazmat team and the cracked wall, we see a containment, which is the dome that contains the nuclear reactor itself. We also see three cooling towers surrounding the containment, which are heat removing devices to release the wasted heat into the air. Finally (and important for the game), we also see a robotic arm that is grabbing a hold of the radioactive pieces that are the heart of the plant. Obviously, these shouldn?t be touched by human hands because of what they contain, so it was (and still is) quite common to use robotics in an application as dangerous as this.

I?d like to also take a quick look at the Spectravision catalog listing for the title, to show you that the concept box art for the game was quite different. A lot more simplistic, and more visual to the actual motion picture. Here, all we see is the actual workstation control center for the nuclear power plant. All of the employees are wearing crisp white lab coats. Two of them are sitting at the desk while the other two are standing, possibly looking at what is behind the glass. Above the observation glass, there is a sign that is screaming ?DANGER?, obviously indicating that there is a SCRAM situation occurring at that moment. (The men in this picture seem really calm for a sign to be flashing like that!) In the right corner, there is naturally a bio-hazard symbol on the wall. This concept art looks a little more modern than the actual box artwork, considering that in 1982, the computer age was becoming more and more commonplace, and that the plant is more up to date with technology.

So, you?ve seen the movie, the catalog and box art completely intrigue you, and you decide to spend the money for the actual cartridge. What do you get? Well, the concept of the game is that an earthquake hit a nuclear power plant, which has damaged the core, causing radioactive particles to loosen and possibly collide or multiply with each other, which could then cause a spark, thus causing an explosion and possibly a meltdown of the plant, which could be death for hundreds of people nearby. In the game, you control a robotic arm (similar to what you see on the box art), and your job is to grab the radioactive particles before they can multiply and then collide with one another. In a weird aspect, it plays a lot like ?Frogger?, but backwards. Instead of trying to avoid the cars, you?re trying to grab the particles. The faster that you can grab the particles that are in rapid movement, the less chance there is that they will cause damage. It?s quite a simple game really. Nothing really fancy to learn, and it had to be quite an easy game for the programmers since the particles are nothing more than the typical dots you would see on nearly every other Atari 2600 game. But if you have the patience, it can actually be quite fun.

My main gripe with the game though, is that since it was based on a movie, I would have liked to see something actually FROM the movie be portrayed instead. For example, you could have played the part of the supervisor, trying hard to get the story out to the public, meanwhile avoiding getting killed by the corporate heads. Or, you could have been the character of Kimberly Wells, and doing whatever it took to get the story on the air. If you wanted to get very crazy, you could have even played the part of the power plant itself! The idea of an earthquake hitting an otherwise safe plant, just didn?t work for me as a back story for the game, since there was no earthquake in the film. I think that a true SCRAM situation would have been the best bet for a game like this, because, after all, how many times can you prevent nuclear meltdown?

On the computer aspect of it all, there was a game cassette tape released for the Atari 8-Bit computer series called ?SCRAM?, which was released in 1980. This game was released in a time period where computers were not supposed to ?play games?, but rather, ?run realistic simulations?. The concept of SCRAM was that (ironically enough), there was an earthquake that hit a power plant, and you had to race to get the plant working again. Very similar to China Syndrome, but instead of chasing little radioactive particles, you actually had to use the controls that a power plant supervisor would use, adjusting valves to get the levels correct. This game was not only more realistic, but naturally, a lot more difficult to play since it involved a lot of mathematics. I think that between the two titles, SCRAM was a much better program. (However, this was made for a computer that would be able to handle those types of calculations, whereas China Syndrome was a ?game?. I?m considering that ?games? for a console were supposed to actually NOT make you have to think hard, thus making it a lot easier to pick up and play. And on that aspect, I wholeheartedly agree.

China Syndrome is not a completely common cartridge, however a quick look on eBay should show you that copies of the game are certainly out there. The game is simple and fun to play, that is if you are able to handle a rapid paced game, which this game is. I like to call this game one of those ?non existent nose scratchers?. That means, that while you are playing, you better not have to scratch your nose for a second, because that little bit of time you spend doing that, could cause you to lose the game. (Which incidentally, when you lose, you are treated to probably one of the most terrible sounds ever made by the Atari system. Not terrible as it is annoying and long lasting.) I don?t think that anyone out there has ever said that this was their favorite VCS classic, but it?s a very worthy addition to your video game collection, even if it does only get played a few times a year. I?d play it on an emulator first before spending the money. But I think you?ll agree, it could have been worse. Much worse.

Random Fact: 12 days after the release of ?The China Syndrome? to theaters, the famous ?Three Mile Island? nuclear accident occurred in Pennsylvania. It was long assumed that either the production company caused the accident to raise awareness of the movie, or that a terrorist saw the movie and wanted to recreate it. Both have since been officially classified as rumors, as the accident was, just that. An accident.

California Solar Effort and Its Undying Crusade to Save Power

If you're staying anywhere within or around California, you've quite possibly been aware of the California Solar Initiative (CSI). If you intend on going solar with your rooftop, then it's critical that you know the best way the CSI can be of service. As solar panels and systems don't come cheap, under the CSI, California citizens can have their own solar roofing system for a lower cost.

The CSI is among the fruits of the Go Solar California initiative, a joint endeavor of the California Public Utilities Commission and the California Energy Commission. This drive for solar power intends to set up a minimum of 3,000 megawatts of photovoltaic panels and systems in California houses and business establishments by 2016. The CSI is anticipated to accomplish over half of the total objective by installing a minimum of 1,940 megawatts of solar systems. What superior technique to achieve this target and support engagement than with a kickback?

Similar to a gratified teacher presenting star students an award, the CSI applies two kinds of incentive programs. First is the Performance Based Incentive (PBI), applicable for sizable commercial projects or government organizations. The incentive will be hinged on actual efficiency of the employed solar system (as meant by the name itself) or the real energy output. Incentive will be discharged in a span of 5 years.

If you're planning to go solar Concord pros are suggesting today is the right time considering that you might simply qualify for the other type of incentive, the Expected Performance Based Buydown (EPBB). The EPBB is applicable for homes in addition to small business units and functions by determining the assumed performance of solar systems. Location and configuration of the panels are just a few of the factors that will be thought of in the measurement. Unlike the installment payment method of the PBI, EPBB incentive payout is one-time only.

As of 2011, accessible information displays that the CSI has put up a total of 468 megawatts and has paid over $ 700 million worth of kickbacks. Contra Costa county, where Concord is situated, has at least 43.4 megawatts of solar panels mounted. You still have time to communicate with a solar company California locals can recommend so that you also can go solar.

For further details about the CSI and other solar energy projects, you can check out the Go Solar California website at GoSolarCalifornia. ca. gov. For details about the best way solar energy can help you and your house, consult the best solar companies in California.

What Training In Corporate Ethics And Compliance In Health Care ...

With the entire electronic system of health care, new laws and policies regarding health care coming out every year, and the changing corporate environment, making sure that employees are complying with federal standards while maintaining good ethics can be a difficult endeavor. Good ethics and compliance can protect a company from violating many of the laws and regulations regarding health care while ensuring that all employees are aware of the risks and consequences of bad ethical behavior. Here are some main things that training in ethics and compliance in health care can do for you.

? One of the most important things that a course in ethics and compliance can do for you is educate you on the federal laws and acts. For example, a course will inform you about the fraud and abuse laws, and what you can do to prevent it. Sometimes fraud and abuse is hard to recognize, with other times it is hard to know that what you are doing may constitute fraud or abuse. These types of courses will ensure that you are aware of this distinction.

? You will also be educated in fraud legislation, and although this may seem intimidating for those with little experience in the judiciary field, a course in corporate ethics and compliance will specifically detail what these various acts and laws are and how they relate to the workplace while at the same time letting you move at your own pace.

? Crucially important to any course that features federal relations, good training will teach the negative consequences that may come with non-compliance. Even though you or your company may be unaware of certain statutes given by the federal government, you will still be at risk of violating certain laws, where heavy fines and penalties will be given regardless of ignorance with federal laws and acts.

? Since many organizations that work with health care receive federal funding, accreditation, or grants from the government, it is important to also be aware of Federal Exclusion. The Officer of Inspector General (OIG) of the U.S. has the power to exclude and person or company from federally health care programs. Therefore, in order to avoid federal exclusion or hiring someone from the List of Excluded Individuals and Entities (LEII), it is imperative to keep up to date on how to comply with OIG standards.

To avoid large monetary penalties, jail, exclusion, or revocation of licenses, funding, and accreditation, every company that works with the health care system is greatly encouraged to take a course in ethics and compliance for the entire workforce. Violations can happen unknowingly while things like fraud can occur without anybody noticing for a long period of time, so it is especially important for everybody to be aware of the U.S. laws and regulations and the consequences of breaking them. This type of quality training can enhance the welfare of not only the company but also the entire health care system in general. Thus, that?s what training in corporate ethics and compliance in health care can do for you.

YouTube's new app for the PlayStation 3 rolling out, brings remote control from smartphones

While YouTube has always enjoyed support on Sony's PlayStation 3 thanks to the console's Flash-enabled browser and even offered a YouTube XL layout for connected devices, now it's rolling out a new app to make the video experience even better (and, no doubt, compete with the experience unveiled late last year on the Xbox 360). The app has an improved search with suggestions and instant results while users type, the ability to pull in a user's subscribed channels and it allows for remote control from the YouTube app on your smartphone after a simple pairing process (shown in a screenshot after the break.) According to the official blog it should be arriving in North America now, check under the My Channels section in the PS3 store to download the free app and give it a shot.

Update: The new app should be available in the PlayStation store now (if you're in the US.) There's no word on when it will arrive in other regions, however Canadians can enjoy the Crackle app that popped up today and everyone can give Madden 2013 a shot.

British military will take 2 years to get over Games: planner

Britain's military will take two years to return to normal after it was called upon to provide 18,000 troops for the London Olympics, the chief planner warned in an interview published Tuesday.

Wing Commander Peter Daulby also told the Guardian newspaper that planned cuts to the armed forces meant Britain would not in the future be able to deal with a "national strategic shock" such as the Games.

"It just shows you the dangers of pulling the military down," he said.

"If we shrink the military, do we really understand what we are losing? Look at the speed with which we pushed up the throttle. It proves the military offers the country a huge amount of resilience."

Daulby, 45, was in charge of the operation which initially involved 5,000 personnel, but that figure increased to 18,000 when Olympic organisers realised they had underestimated the number of security staff required.

"When the requirement for venue security was doubled, that was a bit of a game changer," he explained to the Guardian.

"We had to generate 18,000 people. That does not mean that there are 18,000 spare people. It means that the government has prioritised [the Olympics].

"It will take two years to recover from this, to get back to normal, to get everything back into kilter."

Defence Secretary Philip Hammond last month outlined how the size of the army will be reduced from 102,000 regular troops to 82,000 as the country struggles to shrink its large deficit.

A Guide to Bird Cages - Ebizgo

Many of us enjoy keeping pets, and they are often considered our best friends. Studies show that having a pet increases the quality of life of humans. However depending on your circumstances, it may not be possible for you to have a large pets like a dog or even a cat, and in such situations many people turn to birds as a form of companionship and to give a small animal a safe home. Birds are very intelligent and cheery pets but there are certain things you must know before you take the responsibility of a pet bird.

The first thing you will consider is probably the birdcage. It must be big enough for the birds move around contentedly and he should be to climb and fly within the cage. One of the most important factors of the cage is the cage front. Different bird species require different bird cage fronts so do ask the pet store owner what type of cage front is best suitable for your chosen bird before purchasing.

Your birds diet is also very important. Birds like nuts and seeds, and also fresh fruit should be given from time to time. Always make sure your pet bird has clean water and change it on a daily basis.
