This week, a number of new laws went into effect as 2012 was a year of many technology-related measures discussed in the Legislature and signed by Governor Brown. Here are some of the bills Techwire has tracked over the past year.
SB 1161 (Padilla; D-Pacoima): Communications: Voice over Internet protocol and Internet protocol communications services. Prohibits state control over voice over Internet protocol (voice communication over a broadband internet connection), with the exception of requiring the IP service to pay for emergency calls, the enforcement of fair business practice laws, and the ability to respond to customer complaints. Status: signed by the governor on Sep. 28.
AB 1844 (Campos; D-San Jose): Prohibits employers from disciplining or firing their employees for not disclosing a username or password to their social media accounts.? Status: signed by governor on Sep. 27.
SB 1349 (Yee; D-San Mateo): Prohibits public and private postsecondary educational institutions from requiring their students to disclose a username or password to their social media accounts. Status: signed by governor on Sep. 27.
SB 1298 (Padilla; D-Pacoima): Vehicles: autonomous vehicle operation. Allows properly licensed drivers to operate autonomous vehicles on state roads; establishes safety guidelines for autonomous vehicles, including the presence of a driver able to take manual control if needed, a visual indicator inside the console when vehicle is driving autonomously, and follows all existing vehicular safety laws.? Status: signed by governor on Sep. 25.
AB 1708 (Gatto; D-Los Angeles): Vehicles: insurance. Allows drivers to show proof of automobile insurance to peace officers using a mobile device; the insured may request that proof of insurance take electronic format that can show on a mobile device.? Status: signed by governor on Sep. 7.
AB 1517 (Buchanan; D-Alamo): Contracts: IT state contracts. Allows the Department of General Services greater flexibility in deciding the appropriate contract price withholding percentage for state IT contracts, depending on a risk evaluation. Status: signed by governor on Aug. 27.
SB 1052 (Steinberg and Alquist; D-Santa Clara): Education: textbooks. Establishes the California Open Education Resources Council, which will develop a list of 50 lower-division courses and make open-source, free online textbooks available for these courses. The council has 9 members: three from the University of California, three from California State University, and three from community college faculty. Status: signed by governor on Sep. 27.
SB 1053 (Steinberg and Alquist; D-Santa Clara): Education: textbooks. Establishes the California Digital Open Source Library (operated by CSU with cooperation of CCC) for housing open source, online textbooks or low or no cost for students, faculty, and staff. Status: signed by governor on Sep. 27.
